In 1999 Stephen Bowen died. He was a young man with Learning Disabilities who had become separated from his carer in the hustle of New St Station. Stephen was found frozen to death in Manzoni Gardens a few hundred yards from where he disappeared 3 days later.
At the inquest the police claimed that the case was impeded by the lack of quality information on exactly when and where Stephen disappeared, and an up-to-date photograph of Stephen was not available.
At the time of this tragic incident we investigated the possibility of setting up some kind of emergency database which could hold information that could be accessed by the emergency services at time of great stress for carers.
Sadly due to cost and manpower considerations this was never progressed locally. This is why we are very pleased to promote the Lifeline ID service which, although not totally what was envisaged for Birmingham at the time, at least goes a long way towards it.

As part of this promotion carers signing-up and quoting they got the information from BCA are entitled to a discount on the registration fee. The normal fee is £25 with BCA discount it becomes £20
In addition to this BCA gets a donation from the organisers of £5 on top of the discount.
There is a continuing subscription fee of £10 per year and a continuing donation of £1 from that goes to BCA.

Personal Registration Additional Family Information Form This Form is for additional Family details if there is more than one child in the family.
Personal Registration Amendments Form This Form is for any changes/amendments which should be made to your Personal Registration Form ie. change of address etc.
Personal Registration Holiday/Travel Form This Form is for information which will assist in tracing family when on holiday.
